Place a callout and control when it appears.

Add a callout
Move the playhead to the relevant moment, open Annotate, and choose Text, Box, or Arrow. Select the new item to edit it.
Position it
Use the preview handles to move or resize the selection. Keep labels clear of the subject and check their position at the final output aspect ratio.
Set the timing
Set Start and Length in the inspector or adjust the item on the timeline. Show the callout when it becomes relevant and remove it when it no longer applies.
Review the result
Play from before the callout starts to after it ends. Check spelling, contrast, and whether it covers something important. Read hiding sensitive content before treating a decorative callout as redaction.
